Do you think 10 km speedsskating for woman need to be added to ISU-World Cup and Olympic Games, since Sablikova broke the non-official World Record to 13.48.33 ?

Yes, because slower sports like10km running in Athletics for woman (World Record 29.31.78 Wang Junxia) is Olympic and now 10 km swimming for woman (World Record around 2 hours) is also added to the Olympic program.

No, although the all round championchip 500m, 1500m, 5km, 3km (10km for man) is not Olympic (why not? World Champion all-round is traditional the most important title for speedskating)), those distances are holy, so no other distances can be added.

If you think 10 km for woman (or man) in 2 lanes is a bit boring, perhaps 10 km with mass start is also an option, just like in athletics, where they also have a 400 metre track.
