What are the required elements in the junior short programs this year? The required jump is double or triple lutz, yes? What are the required throw and lift position for the pairs?

Yes, Lutz is the required SP jump.
Not sure about the pair elements. No pairs until third event (LAT).

I looked at the Thornhill Junior Pair protocols. Here's what I found:
Lutz jump
Forward inside death spiral
Pair combination spin
Loop throw
Group 3 lift
